It seems that you're using an outdated browser. Some things may not work as they should (or don't work at all).
We suggest you upgrade newer and better browser like: Chrome, Firefox, Internet Explorer or Opera

The reason I only see "Download using browser" as an option to download my games is because the GoG Downloader isn't working, and the current version (the last version released before the website overhaul), v0.9.3, is obsolete and I should probably just uninstall it. Am I on the right track here?

Additionally, when I try to uninstall the old version, using Programs and Features in the Control Panel, I get a Windows Installer prompt, saying that "The feature you are trying to use is on a network resource that is unavailable", and asks me to locate the installation package "setup.msi".

I am unsure how to answer part 2 other than manually deleting the installer files and running CCleaner or something similar to clean the registry entries.

To answer part one, yes, the old installer is obsolete and to the best of my knowledge no longer works. Now we only get the option to DL through Browser, or at least I do. You are not alone.

Hope this helps!

I remember reading something about being able to have the downloader separate from GOG.
Or would that just be the individual game's installer?

The downloader downloads the game's installer, and the installer installs the game. What do you mean "separate from GOG"? If you mean a download manager/accelerator, I think GOG's servers would pick up on that and shut down the connection (In other words, you're only allowed to have a single connection to the server at any one time, and download managers usually try to make five or more connections at one time).

I guess what I mean is, when I download a game to my computer, and then put it in an external hard drive, would I be able to connect that hard drive to a different computer and install the game from that, without having to download it again from GOG?

That's generally how DRM free games work. Also, that doesn't have anything to do with what I asked.

Thanks for helping me figure that out! :D
I've been wondering about it for a while, but don't have a way to test it myself.

Need an external downloader? Get Firefox. And then DownThemAll! ;-)

Does that work? I mean, I just said that the GoG servers would more than likely reject any third-party, multiple connection opening download managers.

I've just tested it and it does work...

If the connection is broken, then you lose all the download progress you made. So it's not really ideal. If the connection is solid, on the other hand, it works well.
Does anyone else use Download Accelerator? Would you please let me know if you can successfully download a larger file with it?
