TL:DR
If you are banned from XBOX Live you lose all your games and licences.

Even then they aren't correct as you can still play offline if your account gets banned. It has been this way since from the start I think as I looked into it before buying a 360 and got that answer.
I'd hope for the Xbox One they would do the same, but we likely won't know for sure until the system is out and someone gets banned.
Mark Doherty@dohertymark13 Jun @XboxSupport If my XBOX LIVE account was banned, would I continue to have access to my XBOX ONE games?

@amigocesar We have no info on the Xbox One ban situation. The Tweet that is being referenced was a mistake, it was about Xbox 360. ^CW
I would guess at this point support doesn't know. I do think this will end up being a mess at some point later on, but it seems like Microsoft is still trying to get all this stuff sorted.
No it isn't the same for several reasons.
Your GOG account isn't going to get a ban because of things like a group of idiots thought it would be funny to say you harassed them in game and the report slips by as valid. Or because Microsoft thinks your home town is offensive.
It was stated around here before that if you do get a GOG account ban that you are given some time to download your games. With Microsoft if the game isn't already on your 360 you won't be able to get it again.
Even if you don't want to talk about DRM, the fact remains that your games will still work on any PC you wish. Even multi player games that you got a key for from GOG will still work. Storage is cheap enough now a days there is little excuse to not back your stuff up.

actually I recall TET or another member of GOG staff saying that they did just that but it was to a few people who were pirating the games they got here and even unapologetically admitted to it, if memory serves. So technically it has happened but it was obviously a very extreme case

Their accounts are not banned but locked. You can access you game library and play games. Some online functions may not work if they are tied to steamworks. You can't purchase games, send gifts, use forums... etc.

Major Nelson did an interview here and the second question was if you get banned will you lose access to your games and he said no.

did you not read silviucc's post above you? Steam doesn't disable accounts anymore. They let people play their games offline. Same goes for Origin.

They could have said that games on XBox One rely heavily on cloud based features. There's Forza 5 (a racing game), for example, where the AI will copy the driving styles of other players. The AI evovles through the input of millions of players. They could have highlighted it, because that's something really awesome. Okay, probably not for a racing game, since we don't want the AI turning into a crash kid. But imagine that in other games. A shooter with a few really challenging enemies instead of those typical cannon fodder enemies, coming in wave after wave just to get headshot after headshot, not recognizing that it's a stupid idea to stand still on an open field, or, the other extreme, hide behind a box until the player comes to kill them with a knife.
The evolving AI is something everyone understands, because current AI (or: the lack of AI) is something that nearly everyone is complaining about. Tell people that servers can calculate better AI, that can adapt to your playstyle. That's awesome and a real feature. If I want messaging, I turn on my PC or tablet and not my video console. I don't want to chat with a controller. It's not a feature, it's a bug.
By the looks of Inbetweener's Road Trip: http://www.dailymail.co.uk/tvshowbiz/article-1348742/The-Inbetweeners-Rude-Road-Trip-Sally-Pusseys-Inn-North-Piddle.html
residents of the UK will suffer as well :P
Steam offers a ton of benefits but none of them require the DRM, as the list of DRM free games on Steam should prove. People just defend it because they don't care. I admit I care very little on PC, because the PC platform makes it easy to circumvent the DRM if we ever need to.
Can't say that for Xbox One.
If the last-gen is anything to go by, the similarities in game choices meant there was little need to buy the other for the majority of games.
