So, I heard that game is online enabled. Is it still alive online? Lots of players? Are the servers enforced with craptons of rules like a bunch of other games I know? Does this work with vista 64 bit?

Yes. No idea. I think that varies. There's a lot of different PWs and what else you can find there. You might have to mess with it a bit. But I would imagine so... Well it works with 32bit.
There are lots of worlds available, and some of them are pretty full with good communities. I'd check nwvault.ign.com for major persistent worlds, and there are some threads in NWN's own forum that advertise for busy PW's.

Most PW's (persistent worlds) will either be role-playing or non-role-playing; a non-role-playing PW will be very much like any other MMO, but with far fewer people than you are used to due to server size limitations. A role-playing PW will have many, many rules governing behavior to keep the experience pure for those that really wish to emulate an old-fashioned role-playing environment.
