If I’m NOT a PayPal user - is there a way for me to transfer money from my credit/debit card to someone’s PayPal account? Just like in ordinary e-shop but instead charging me for products/services sold - just transfer money taken from my card to PayPal account I specified.

I cannot vouch for this method working. I always understood that your recipient must have a merchant ("Premier" or "Business") account and must have enabled direct credit card payments.

If you send a credit card payment to a PayPal account that by PayPal rules cannot receive a credit card payment, you may find that your funds get tied up in PayPal for a month before they cancel the transaction, and their helpdesk is no help at all.

But the author of Paypal Hacks says it works. Believe him at your own risk.
