To be fair, it wasn't the same writer anymore at that point already. Appears they changed writers somewhere midway for some reason.

I sorely missed the, in my opinion, daunting and terrifying effect the Reapers had in the first game, particularly after talking with them, but by the 3rd game they were mere machines with no personality at all it seemed.

I remember someone mentioning it back then when the discussion was still fresh but the Wiki pages for ME seem to confirm it. First game had Writer 1, then ME2 had Writer 1 and 2, then ME3 only had Writer 2.
