Clicking the link at the upper right of my screen that reads messages (1) does nothing.
If you go into my account (well not MY account obviously, your one), there's a message tab in there.

The flags in the top right occasionally get stuck, I have 3 "unread" messages that I've read a few times now

I'm not the OP, but I'm guessing that he doesn't have a tab there. Or at least I don't, and I'm probably not the only one.
Interesting, neither do I now, they're probably putting in a new system or something

Yup, no tab. So I guess for the time being, the answer to my subject line is "no."
