Hm. So if you get a low-rated post and the low-rated post goes back to neutral the subtracted rep stays subtracted.

Well that sucks, means everyone's counter-repping is mostly for naught :/

Looks like it. Apparently a post has to reach high-rated status to offset the damage done.
