So, I'm stuck with a PC that I bought for parts and modifying later down the road and i plan to get a dedicated video card soon, But alas, I also figured Intel HD could at least handle fallout 3 so I'm trying to update my drivers. Of course, I have a custom OEM driver at this point in time and it's blocking me from updating to a improved driver from Intel. The computer is insistent in believing that i have the latest graphics drivers, and i even compared versions and the version im using is far outdated.
Are you able to remove the previous drivers?
The Intel card in my laptop wouldn't even run Splinter Cell 1 properly :(

In all honesty, I haven't thought about it. I've heard it's quite risky. I could easily do so though.

Tried gamebooster? might help ya out haha. (only gives a few extra frames though.)

You should try to remove your old drivers and install the new one. Windows should be smart enough to default to a safe driver before installing the latest version.

1. Download the new drivers.
2. Boot into safe mode and uninstall it.
3. Reboot into safe mode (can't hurt, I think)
4. Install the new drivers.
5. Reboot into Windows.

If you can get into your bios, disable your onboard video and go with a dedicated video card.
The only reason i'm bringing this up is over the holidays, i bought my daughter a new computer. It seems that the manufacturer buried the bios.

This, Windows will default to a generic driver.

Just played the first levels at 1024x768 and it looked and played fine. But yes, the performance isn't good at all and if a game is playable at all is often more a lottery. I deactivated Aero btw, that helped a lot for me. Also the drivers really got improved lately, to update the drivers is really recommended.
