i would NEVER EVER go to an underwater city.
i would be interested to fly the van braun or visit columbia or the citadel.

I'd be a Big Daddy and roam around swimming and exploring. I wouldn't use the lightning plasmid in open seawater, BTW.

Start searching for a submarine or Big Daddy suit to get to the surface. There's no enjoyment in exploring an underwater world if you're trapped there. Not for me at least.
