It's a stop-gap solution that gets suggested by GOG staff (and forum regulars) when something is wrong with a user's library or account settings. There have been requests to add it to the user account page, at least until the site overhaul is complete, but so far it hasn't happened. Just keep that URL bookmarked for future use. ;D
