Dragobr: I think I'll never know.
It is IMO sufficient that you're stopping to think about this. At least it gives you the mental readiness when shit happens, because hey. Shit happens.

timppu: On internet, everyone is a hero and would have acted differently.

lowyhong: So you think you know better, enough to point out what it is that people, who would "on Internet ... act differently", do IRL?
What I'm saying is "talk is cheap". Each and everyone will not know how they will react until they face a real-life situation where they see a fucked-up stranger whose intestines are hanging out needing help. I bet many would instinctively (=without thinking) flee the sudden and unwelcome situation, while few (like the lady hero) do what everyone here agrees would be the right thing to do in such a situation.

My main point was that those 18 people passing the girl were not necessarily insensitive assholes who couldn't care less about others' agony, but simply weak-minded individuals who were too terrified of what they encountered out of the blue. And yes, I bet they can't sleep at night either of what they saw and how they reacted to it.

Naturally, being terrified by something does not mean you shouldn't call for help, but maybe those weaklings were not thinking straight due to the shock, and/or assumed wrong that someone else must have called for help already.

Note: I am not arguing what would be the right thing to do in such a situation.
