Kiefer Sutherland's a bit busy, playing Big Boss and not his character from Dark City, but I like this idea a lot.

Funny thing is how I never wondered why there's no Dark City game until monkeydelarge posed the question...
Also, consider an extreme version of this game idea...
Infocom makes the game. On Z-machine. It's all-text interactive fiction. :D

I think a game would necessitate a world building mechanic. You are given an objective, you have to tune a world and an identity to meet that objective. You can gain new identities and items as you encounter other people, but there'll be no one way to accomplish anything. The strangers would be hunting you throughout the game, following no set path, just reacting to the world you create. Your attempts to guide others toward your purpose, guide the strangers to you just as easily.
I can't help but watch some movies and get distracted by what great games they could make as well. I also think The Truman Show would make for a great game. Just the idea even, not a directly related story. We have easter eggs already. But in this game the easter eggs are the means to an end. Finding them frees you. And if you don't see them, you go right along the set story. The game would demand false advertisement. For the best experience you can't go into it knowing the world is trying to trick you, the vanilla story is it's own satisfying tale that isn't an obvious lie.

SPOILER follows about BRAID for things THAT YOU WILL PROBABLY NEVER SEE ANYWAY
Braid is one infamous example of how a game can totally change its meaning by finding all the hidden easter eggs (stars in its case). They are impossible to get unless you know how (and even if you do, still very hard to get) and they change the ending of the game so that most of the cryptic clues give a very, very different meaning to the whole thing. I won't say more, if you want you can google it, but it's hair-raisingly creepy awesome.

monkeydelarge: Such a game would be epic. The more you uncover, the more the game becomes a different game. But you don't have to uncover anything to enjoy and complete the game. It's like, you have the option of playing first person Sims and then turning it into GTA or Mirror's Edge etc. But the AI desperately tries to keep you on one path... Well, as long as there's cake at the end... ;)
