I'm afraid that no one managed to answer right and no one won the prize
however regardless, I will provide an answer where the screenshot comes from
The screenshot comes from a MEGA DRIVE game called: Alien Soldier

It was never released in the US and released in very limited numbers in JP and EU, hence why so so little people know about it, It truly is one of the best MEGA DRIVE titles and one of the best action games ever
This game is treasure at it's finest, think of it like Gunstar heroes but 100 times better and more badass - That is Alien soldier, here is a video of gameplay in action

the game also came out in 1995 - at the time when the Saturn and Playstation were already out and no one seemed to care anymore about 16-bit systems
I would advise everyone to play it. It truly is one of the Best and the Hardest games ever, seriously - this game is probably one of the hardest games that I have played

Glad to finally know what it is.
I've just tried it on an emulator, it's quite good. And hard, yeah. In the options screen you get to choose between "supereasy" and "superhard" !^^

Fast reflexes
Using the correct weapons and The Dash
Those are the main 3 points that you need to remember when playing this game, if not - prepare to see the "GAME OVER" screen quite often
