I have been looking everywhere for an old game I used to play. It was around early to mid 1990s. What I can remember of it, was it was a 2d top down strategy kind of game, where you built different buildings.

It was a fairly colourful game, I remember one unit (i think) could use abilities such as make it rain fish and rocks. I think i remember they were bald as well, and they moved in and out of the buildings. I haven't been able to find the name anywhere, but if this sounds familiar to anyone.
