Does anyone remember a 2D action platformer where you play as a young red devil trying to save his village, where one of the attacks he had was a red energy beam (similar to those attacks from Dragon Ball). I believe the game was freeware and IIRC I've played it at least 8/10 years ago.

Like I said, 8/10 years ago. It was not for SNES or Mega Drive, but it could pass for a 16-bit game.

Welp, that eliminates NES titles as well, because my next suggestion was Taito's Demon's Sword.

What about Muramasa: The Demon's Blade? That was circa 2004, has kind of a retro Castlevania SotN look going.

That's not it either.

The first level was in a village, you could "talk" to some of his people and then you fight another devil like himself (brother? friend?).

Edit: That reminds me of Tormishire, one of the dev's other projects. I had been dropping in on the website once in a while since development started in 2006, but it looks like it's still not much closer to completion. =/
