They are being disposed or bought by resellers on eBay to sell the box only.
mostly being disposed of considering the environment into making plastic boxes into something else plastic.

so basically you win double, first by selling the codes to online customers then selling the hard copies via ebay oh and btw there was the question of fallout raised which doesnt use cd keys so how can you provide that if you buy physically?

The game has a key which is also a digital download
No we do not win double on most cases, boxes with no activation codes are rendered useless unless there is collectors items people want to buy individually, and here comes eBay part.
We do have access to digital distributed game codes so not only pile of boxes are being scanned and delivered.
