Playing Vice City again for the first time in a while. Even at max draw distance people and cars pop in right in front of me, which is pretty annoying. Don't remember it being that bad before but I guess I didn't have a 30" 1200p monitor before either.

Anyway, are there any good draw distance mods that effect people and cars? I have googled and found some that seem to expand building distance further out, but that's not really my issue.

Have you tried forcing stuff via your graphic card's settings?
I remember that for Sonic Adventure DX there were modified DirectX libraries, which could be used for changing stuff like the drawing distance, but this may also work with this.
I'll look where it's available.

You won't find any. Why? Because it's hard coded. The game basically spawns the cars at a certain distance from you - and this distance is pre-set. Even at lower view distances, the cars will still get spawned at the same time even if you can't see them yet. That's one of the more annoying things about GTA3 & VC: when you turn around, cars despawn so if you want to steal a car that's passing by, it often happens that you turn around the corner and it's gone. This was to save memory on the weak PS2 and sadly enough, they kept it that way for the PC.

So basically, the distance can be increased but you won't notice because there's no cars that far ahead. They only exist after the engine spawns them ... at a certain maximum distance of you. I'd have loved for someone to find a way to increase this distance, making cars spawn way ahead but there's nothing like that out there last time I checked.

Doing a quick search, I saw one guy on Moddb claim that vehicle draw distances are hardcoded into the engine. Not certain how true that is, though.

That won't do anything when things are hard coded. These cars don't exist at more than, say, 100 yards from you. The engine only puts them in the game as you're driving around. GTA 3 & VC wasn't a persistent world at all which is a damn shame - crash a car, leave it behind, and if you drive far enough away from it and come back, everything will be back to normal. Cars that drove by you, if you turn around, will be gone. I can't help but wonder how much better the game would have been if it had had more persistent cars and people and such. I always felt it was so artificial and fake to know that the world reset as you drove away.

Well, I don't have these games so I don't know if this works or is helpful, but someone converted the maps to San Andreas.
Maybe the Distance is better there?

been having the same issue, but finally found a solution (actually two, regarding draw-distance)

this is a mod, which increases the Level of Detail on objects in the game (LOD), so that the textures won't "pop up", when getting closer:

this is a mod which makes vehicles/peds spawn from further away (i.e. exactly what you were looking for) :

in order to use above mod, you will need a file called "vcversion.dll", I got mine from this mod:

(above mod is a total conversion in order to play GTA III in Vice City, but that is not of relevance in this case, but it is the only mod I've found which contain the "vcversion.dll", which you will need in order to run the ped/vehicle draw-distance mod)
