Is there anyway to purchase a gift certificate? I do not mean purchase a game and gift it to a recipient but just buy a gift certificate for a certain dollar amount and let the recipient choose their own stuff.

You could make your own... Fire up word processor / desktop publisher of your choice:

"This certificate entitles the recipient to twenty bucks-worth of GOG games of his / her choice. (Just let me know what you want) etc"
