Personally I quite like where the UK is now at (when the system works how it's supposed to and isn't subject to internal protests). Essentially, BBFC ratings are considered legally binding (these are supposed to be replaced by PEGI ratings at some point).
Retailers are legally obliged to enforce these ratings. So sale to those under age is illegal. Which means that ultimately parents have a far greater degree of control over what their kids have access to. It's all very well saying that it's all down to the parents to monitor their kids 24/7, but that's not realistic by anyone's standards and would only lead to a very unhealthy authoritarian childhood.
Society itself needs to be restrained, as we all know that many companies have no scruples when it comes to targeting kids.
