Bandicam - very very similar to Fraps; does some things better, some worse
XSplit - more optimized for broadcasting/heavy users, but you can save to your own hard drive as well
Neither are free, of course. I doubt you'll be able to find a good free video capture program that rivals Fraps. If you're serious about your recording, you should prepare to spend some money.
