I'm not saying I care. I'm just saying it's not legal. A lot of times, people point to Bleem to argue that it is legal. Bleem won a court case against sony for the emulator they sold in 1999. The courts said their PSX emulator for the PC and dreamcast was completely legal back in 1999, and they ruled in Bleem's favor on all counts.
But the DMCA has changed all of that. They would lose in court today.

I think it would depend on the judge really, but eventually it will go to the supreme court and the supreme court love business, so I would guess they would back the DMCA.

In any case I agree it is probably illegal, but according to the DMCA so is modding a game without mod tools.

Actually according to the DMCA a clean room reverse engineering of the BIOS is legal. Now where they may run into issues is if they tried to profit from it through sales.
