Most of it, afaik, is simply a number of scripts enabling stuff that was already in the game, but did not appear or activate, either because it had been intentionally disabled by the programmers or because some script didn't fire, even though it was supposed to.

He specifies in the mod descriptions whether the stuff is included into the later mods. Uncutting is still a work in progress, so keeping separate area fixes separate seems reasonable.
Oh, I get it. I guess I'm gonna wait for a final release.

And we could have all that content in game just like that, but it was cut because of the consoles limitations. Because the god damned Xbox 360 couldn't show that much NPCs in the same area at the same time.

God bless the consoles, they are progressing gaming industry like hell!

And they're all very optional because not everything that was cut was pure gold.
The intro mod for example is 'neat', but is a bit wonky and doesn't work too well with other mods.
The guy also released The Strip Open BTW, which isn't really cut content but still interesting IMO.

Also, although it might be 'cool' to blame consoles for everything it's really the engine's fault that some things had to be cut.
