Why do you think? God forbid anyone ever even raise the suggestion that Valve could be responsible. That's just sacrilegious.
Another possibility is that Valve (or in this case Steam's system) is simply too restrictive. It may not actually be possible to offer the two different packages as the signature edition required being removed from the store prior to its actual release. Which could then mean it's not possible to unlock it for use if it's no longer in the store.
And these sorts of problems are unlikely to be fixed soon as Valve do not appear to be very interested in adding any flexibility to the purchasing system.
