Play on local servers, try to keep your latency below 50.

Also before you start your game, go to config.ini in your CS folder and change the following values:
cl_updaterate 101
cl_cmdrate 101
rate 25000
ex_interp 0.01
Default netcode is terrible in CS.

Also, I'd suggest:
cl_autoweaponswitch 0 (you don't want to switch weapons automatically)
hud_centreid 1 (this is good for distinguishing between enemies and teammates in dark spaces and behind grates)
Also max out your gamma and brightness. You should have no dark spots on map.

While in game, type:
net_graph 3
net_graph_pos 3

And keep your eye on your rates. Ideally you want to have as little as 10-20ms online with 0 loss and choke. If your values are any different, let me know and we'll fix!
