First let me say, I love the game. It's the game that brought me to GOG in the first place.
As to your specific questions, the learning curve is a little steep, but the formula should be familiar if you've played resource management games before. The crux of it is this: you play a colonial power (there are five to choose from) with the objective of establishing a growing colonies. This is done primarily through exploration, foundation, and eventual expansion. Inevitably, you will encounter other colonial powers and a combat component will kick in.
Is it fun? I think so. And this is due to the immense replay value of the game. Because so many options can be customized (map size, number of opponents, turn limits, victory conditions, etc), you will never play the same exact game twice.
I'd write more if I had time, but I'll sum it up this way: If you are willing to invest a few hours learning the basics and getting some help from the manual (which is surprisingly informative), you will receive a great return on the investment.
