Basically, Comcast decided they don't like the fact that Netflix is out-competing them in the streaming video department, so they are trying to charge Netlix's service partner, Level 3 Communications, an additional fee to deliver streaming video and other content to Comcast customers. Comcast has really grown into its role as the "big bad" of internet monopolies in the US. They must be so proud.
