Because parents are stupid and don't pay attention to their children as long as they are happy. Plus, a lot of retailers don't stress the ratings.

I once saw Toys R Us selling Call of Dutys........the M rated ones......from Modern Warfare 1 to now
The guy from France made me laugh despite the gruesome reality of what he did, because of the sheer absurdity of it all.

That guy should have been sent to the psych ward.

They do that in our local Toys 'r' Us here in Lübeck, but they still always ask for ID. In fact, I remember the last time I went into there, I came out with a plastic mobile phone that makes noises when you press the buttons and Command and Conquer 3. One of them was for my goddaughter, can't remember which one though.
