It seems that you're using an outdated browser. Some things may not work as they should (or don't work at all).
We suggest you upgrade newer and better browser like: Chrome, Firefox, Internet Explorer or Opera

... appear as a tab in front instead of behind all other tabs?

I love Chrome (now, I used to hate it), but the one thing that still annoys me is that it automatically opens new tabs behind all other tabs in the browser when you use the CTRL click method (open link in new tab). Anyone know how I can make it not do that? There doesn't appear to be a simple option to change that behavior.

Nope, no option at all (now, there may have been one in the past, I don't know) but the dragging works, its just too cumbersome. I'd prefer some way to simply change the default behavior. Firefox had this option, I don't see why Chrome doesn't have it.
Ctrl-shift-click. Or shift-middle-click if you're not on a middle-button-deprived laptop.
