I bought and tried to download the game Space Rangers 2 from GOG. The first time the file only partially downloaded and I was forced to restart the download again. The second time was successful but that first partial download remained on my desktop. Now I am unable to delete that partial file because I get a "This files is still being used by another program" error. I tried disabling everything I thought could be using that file through the task manager but I cannot delete the file.

Any help would be appreciated.

It took massive work to accomplish as that Unlocker program does not work terribly well/is a bit buggy and in fact I am still not certain that the Unlocker actually fixed this but it is fixed now so I am calling this 'Solved'. Thank you for the help.

Off-topic, but I have never encountered problems with Unlocker before. What bug(s) are you talking about?

I'm not sure what you mean about Unlocker being buggy, I've been using it for years on multiple machines with no issues whatsoever. What problems did you encounter?

I tried using it several times, following the instructions exactly. Most of the time it just did not do anything(but acted as if it had done something.) and the file would still be locked and unable to be deleted or moved. I did this maybe 15-20 times with no results until I finally got a window pop-up asking if I would like the program to be deleted upon restart(not sure if this was a Windows thing or the unlocker program), to which I said "Yes" and it was finally deleted.
That is strange. My company's IT guy has used it for years for the remaining few Windows servers we still have and he never has problems with it. But anyway, you manage to delete the files, so all is good.
