I am trying to buy two worlds for $1.99 and Forgotten realms demon stone for $4.99 but I was just informed by my bank that the location of which GOG games is located has a permanent ban for any online purchasing through them due to excessive amounts of fraud. If someone can get these 2 games for me I will gladly pay you by paypal then you can gift them to me.

Have you got a PayPal account?
If you do, try using that, if not I would suggest you begin by setting one up and giving that a try.

EDIT:
A lot of banks have issues about Cyprus where GOG banks as it is often considered a tax haven, so some banks, especially in the US get a little uppity about transactions there.

I can't use paypal too. I have bought a game earlier today, but now I get only:

The card's number, security code and expiration date are correct, and sufficient funds available on the card,
The card supports online, international payments (we're based in Europe), especially if it is a pre-paid/gift card,
The card's limit for online payments (number or total amount of funds) has not been exceeded.

If needed, your bank's customer service center can help you investigate the cause of this decline, and offer further assistance. When contacting your bank, you should use "GOG Limited" or "www.gog.com" as reference.

I also have paypal and when I try to pay with it I get the following error:

I was able to buy Xwing in the past but now I can´t buy anything, I got enough funds in paypal...

If you are still having problems and PayPal does not work then you could possibly try a Paysafe card or contact you bank (I guess you will need to phone) and GOG through their support, also linked below.

If you contact support they should help you out quickly. Also if you point out what you were attempting to buy when it all fell through they have been known to keep certain offers open via special use links in some cases.
If the bank has the power stop people spending their own money to this extent, then it would seem to me they theoretically have the power to stop people spending their money anywhere at all if they chose to do so!!
