On Steam it looks like you can gift games to other members that are new purchases that have not been downloaded. Is this possible with GOG?

Afraid not. You can't gift a game after you redeemed it.

If you bought the game straight to your library on Steam, or redeemed it from your inventory then you can't trade it anymore either, downloaded or not. The only trade/giftable games are the ones you buy and put in your inventory.

Gamersgate allows you to trade as long as you haven't downloaded/looked at the key.

If you buy the games as a gift for yourself (by checking the box saying it's a gift and then giving your own e-mail address), then you'll get a gift code by e-mail that you can either redeem yourself whenever you want to or give to someone else. These codes will also be listed in your account under the "gifts" tab of "My games".

But as soon as the game shows up on your GOG shelf because you redeemed it or bought it directly, you can't gift it anymore. If you made an error buying it though, the GOG Support might be able to help you out, as long as you haven't downloaded the game yet and immediately tell them about it.

I have not played it. Thanks for the recommendation. I'll look into it, however I just purchased the week long promo of D&D Diamonds and I'll be occupied with those for a while. Most of them I have never even played before.

Don't worry, they're only goofing around. Licurg is the No. 1 Sacrifice fan on the forums, recommending the game to everyone at every occasion, and Gazoinks 'fixed' his advertising slogan by replacing Sacrifice in the quote with his own recommendation, King of Dragon Pass, just to tease Licurg. Its got nothing to do with you, so you just have fun with your D&D games! :)
