No can do. That also has the captcha. For that matter, resetting passwords isn't possible either. Get an error message say to contact support.

Same with brand new accounts. Those get the captcha followed by "too many attempts (403) even when they've never been logged into.

Some of theories going around is that it could be related to ISPs here switching to IPv6, but I don't see how that results in a captcha being displayed.

I find it more likely that someone at Blizzard decided to block certain IP ranges and won't even inform people as to why.

Last time I checked, I could log into D3, yes. However, some people are reporting that they cannot log into WOW, or that when they can, they can't download updates.

I don't think these cases are related.

Honestly, no idea why it is giving that issue. Have you tried switching browsers?

Of course. These have been extensively tested. They are not browser issues. All of them are based purely on IP address. They are also definitely related (in that they have the same route cause) going by all the (Japanese) comments I've read.
