It'll be the standard edition if that's the one you purchased. Owners of the standard version were not upgraded to the GOTY edition.
why would they keep the non-GOTY version on their download servers to screw over those who didn't purchase the GOTY version, rather than upgrading their game for free?
First, I expect the choice as to whether to upgrade existing owners to newer versions lies with the publisher. Second, older versions of games (and games no longer sold at all) are kept on Steam's content servers so owners of said game can still download them whenever they want.
The fact that the game is set to not download updates, and will not allow me to set it so such seems to suggest that it will be the non-GOTY version
You should be able to set all games on Steam to auto-update. If you can't, then you're experiencing one of the bugs with the auto-update system.
