I remember it being on the playstation one, it was a civlization game or one extremely similar where you could actually zoom in and look at your cities and i think you could build in space and underwater, i thought it might have been one of the Call To Power's but wikipedia says they're PC only

Your description does sound a lot like Call to Power. Are you sure that you are not mixing up the system that you played it on?

Im not sure it was over a decade a go but im sure i remember it being on ps1
