No, but the "Fallout Collection" (including Fallout 1+2+Tactics) is fairly cheap at Amazon, quite a handy DVD and afaik DRM free.

Let me get this straight... are you asking where to download it illegally or asking for a free copy from us?

Double this one, and confirm the DRM-free (until the remaining Interplay copies are sold out, at least). I think it is the best solution... besides, if you buy one of those copies, you are still not giving your money tho Bethesda (and its Steam-exclusivity policy). Don't worry for the tweaks needed to run the games, you can find plenty of guides through the internet! :)
I never saw it being more expensive than 15$, so it is definitely a good deal!
