I can't use my card at all on gog it seems. I called my bank and they said I should be able to now but still can't and I have been trying since yesterday. I know the appeal of gog is that it is not like steam but I can buy stuff on steam. Would anyone be willing to get me Planescape Torment on gog and I get them a 5 dollar game on Steam?

Did you actually sign in to paypal? Simply selecting the paypal option won't help.

There was a guy just a while ago who had trouble with his bank, and using Paypal worked. Check this post and the thread in general
