In what respect? He called the police who threatened to bust him presumably for paying for sex. You can sort of fudge it at times by being a sugar daddy, but paying expressly for sex is illegal. There are parts of Nevada where it's legal, but not in Las Vegas.

I'm not sure why anything else would be illegal in this situation.

It's illegal in the city limits of LV and Reno. I'm not quite sure about smaller towns, but since those are the only two big sin/party towns that pretty much covers it. If he paid the agency he's probably in the clear, since it was probably over the phone to a business located outside city limits, but I'm not a lawyer. It sounds like the police were just bullying him to make him go away, they probably have some serious stuff to deal with, especially on the weekends.

It's a matter of jurisdiction, if he engaged in the activity in the city limits then the city would be the relevant jurisdiction. The places that I've heard of being legal are all in parts of the state where it's not legal, and they don't send anybody off property to engage in that sort of service.

I think that would be the difference. Since it's legal in parts of the state, they stick to those parts. Around here it's illegal no matter where they do it, so they either go to you or you go to them, or at least that's my understanding.

I wonder realistically how often that would happen and if it's more frequent down there. I have no idea what it consists of, supposedly the escorts do some sort of screen around here if they don't have references from other providers/agencies. I assume it's somewhere between a Google search on your name and the background check to work at a bank. No idea where it falls on that sliding scale, though I am curious if it's actually effective (perhaps nothing ever happens because nothing is likely to).
