This may seem dumb and simple, but it is the only way my 360 controller works on my Win 7 machine so it might be worth a shot with your XBox One controller:
I have to have my controller turned on and synced before I open a game. If I start a game first and then turn the controller on it won't work and I have to exit and restart the game.
I said it will sound dumb and is simple, but f this is what I have to do, I have never tried a XBox One controller, but it may have the same deal.
It may also have to be were the wireless adapter is located. The 360 is horrible and disconnects all the time so I have to make sure the adapter is up on the desk a couple of feet away from the controller.
