Worms 3D (2003) is the only PC Worms game which is not available on digital distribution (barring the original versions of World Party and Worms 4: Mayhem).
Worms Forts: Under Siege (2004) has been released on GOG with some fixes according to PC Gaming Wiki.
It should be noted that that while Worms Ultimate Mayhem (Steam) contains all Worms 3D and 4 levels, none of the Worms 3D weapons were ported.
UPDATE:
The forum omitted the entire first sentence from my post and doesn't allow adding PC Gaming Wiki hyperlinks — there's apparently nothing I can do.
