What is the meaning of , " +5% Resistance to piercing damage (down arrow) -23%

It means that you're better protected when fighting wannabe marksmen, usually of Clan Toreador for vamps or just about any vamp hunter. Just equip the armor, activate Blood Buff, laugh at their crossbows and send them to their Final Death! Works terribly against most others though, especially Tzimisce Flesh Creations, don't even bother using it against them.
