When will pre-loading for witcher 3 will start. I heard that it started for those who brought on XBOX. Will us PC user last in "Q" like rest of the games,

Unlike for the Xbox One, the all-in-one games and entertainment system from Microsoft, I don't think they've announced when preloads for the PC will start yet.
