Hello, In my Witcher on ps5 , one of second quests was glitched ( wine wars: Belgaard, second part when i destroyed monster nests they will not achive as destroyed for question tasks) and i found information, that if I use a command on Pc version, that will be fixed, now question for you, after using command on Pc version , Can I send this save to my PlayStation version with fixed quest by command? And what about trophies, they will still achived when I come back to PlayStation game session?

Try your luck with the game forum

https://www.gog.com/forum/the_witcher_3_wild_hunt#1690745460

Ultimately use the support center

https://support.gog.com/hc/en-us/categories/201400969-Game-Technical-Issues?product=gog

On PC. after selecting the game in your library (not speaking the client)

you will face the bot unfortunately, so answer in the most possible way.

Even if you don't own it on PC ; the support will probably forward the bug to the appropriate department

I love GOG but go ask this question on the Steam forum or Reddit, you're ten times more likely to get a helpful answer.
There's a contact form (official site) :

https://support.cdprojektred.com/en/witcher-3/playstation/gameplay/issue/1027/i-am-unable-to-complete-progress-in-a-quest-3

"Contact Us" button.

Known bug : seems not fixed obviously

GOG : https://www.gog.com/forum/the_witcher_3_wild_hunt/wine_wars_belgaard_problembug

Reported on Steam too.

Seems you are out of luck - you can still attempt the cross-progression -> see at the bottom otherwise the contact form i mentioned seems the best way for consoles (no console command)

Regarding your question about cross-progression PC/Console

https://www.ign.com/wikis/the-witcher-3-wild-hunt/Cross-Progression_and_Cross-Platform_Saves_and_How_to_Transfer_Them

I recommend to do at least a manual save game to your PSN online storage (note the day & time when you will do the save if you need to use this one later) before. (in case the cross-progression breaks something else...with so many quests in this game who knows)

Since i never tried this and if it fails either try the contact form or Reddit / Steam / whatever where ou have an account (like mentioned above).
STILL reporting the bug to the company who created the game should be taken in consideration.

I'm surprised the bug seems old / or have been broken again with the complete edition or never have been fixed :O

Best help i can provide.

Since the console command just sets a quest condition status, I would assume you can save the game to the cloud on PC and transfer it using the cross-platform function.

Manually back up your previous save file prior to the console use just in case though.
