They start it because they can and they continue because European leaders don't show any opposition, so they will keep getting more and more concessions from us.

I think that he meant he was shouting at 'Ursa Major', Ursula just being a pet name for the constellation. As in: 'old man yells at the night sky'

It would be a real problem for GOG, if it was to be applied, it would be a disadvantage in the US market with respect to Steam. I would prefer if GOG doesn't lose competitiveness unnecessarily with respect to Steam.
