You are implying that GOG doesn't take a 30% cut off of the publishers/devs, even though your implication is wrong: GOG does do exactly that.
Not sure that would make GOG more popular or just make them lose sales on Steam and Epic.

I thought I saw somewhere GOG's cut is less than 30%. Could be wrong though.
But it doesn't matter with their own games

I do think GOG is trying to compete similar to Epic on that matter, they had to drop the Fair Price Package to have this iirc.
you could buy the witcher games on origin if you wanted

The only major storefront that does not take a chunky cut is Epic, hence why they tend to find it easy to sign games up

And then they pay them to stay off other storefronts for a year
Because contracts to have your game on stores usually have a clause on price parity.
Because they can't.
Games sold via GoG, Epic, Steam have their prices set by the publisher, a permanent or prolonged price cut for one platform would break competition laws in most countries.

Some games here were cheaper on Steam.

This is an interesting debate. I pay here using dollars. Steam supports my local currency. However, many companies had a very different understanding of what "one dollar" means in my local currency. There's a range they seemed to have picked, and companies like Bethesda and Activision went for the highest value possible. However, many games do seem to be cheaper on here than on Steam... To the point that paying using dollars is way, way more convenient than using local currency. Even with sales. It's kinda crazy.
