From GOG's Gifting FAQ:

There are some restrictions for purchasing gifts on new accounts, depending on the payment method used.

So, what payment type are you using (and I believe there may be a time frame that must pass for new accounts as well before they can gift games).

You can just send a support ticket to GOG support to request that the gifting restrictions be waived at https://support.gog.com/hc/en-us/requests/new

I've done it before and support was very prompt and helpful.
