I've tried to pay via Paypal but it won't let me purchase it now. I tried to search and see if this question has been touched upon but the search does not work for me :(

Have you bought the Witcher 3 as retail version (on DVD)? If yes: redeem your key first and then try to buy it again. If no: try to clear your browser cache and try it again.

I bought it when it first came out but my system went down for 6 months. Now it is back up. I bought it retail came with bonus content :). I just am not sure where or how to put in the code so that I can buy the enhanced pass

In order to purchase expansions/DLC for a base game here on GOG.com, you first need to be a verified owner (i.e. purchased through GOG). Since GOG doesn't see you as an owner, your purchase was denied. But since retail versions contain a bonus GOG code, just redeem it (see Cyraxpt's post for the link). Once it shows in your game library, you will be able to purchase the expansion pass.
