I don't even think it's being released on GOG, so why ask here? Check Obsidian's website.

The devs decides when a game becomes available. having said that, Steam do tend for some reason to release games around 18:00 GMT

Odd there's no mention of it here, although it may be buried in the Coming Soon somewhere. Anyhow, Obsidian usually releases around 10 AM Pacific time, so that would be my guess. Just checked Obs' website and no word from the devs about the release time yet.
