It means that the game is complete and stable enough to be printed on a disc and distributed. The extra work and patches over the next few months will actually make it worth buying, but this is good enough as a baseline, or as a product that can be considered fit for purpose. There are some exceptions, like No Man's Sky, Fallout 76, Tony Hawk 5, etc., but generally, the "Gold" build of the game can be sold as is and as complete, even without a day-one substantial patch.
