For example the Army Men series where you play as... well, army men plastic soldiers. Then there is a racing game Revolt, where you don't drive cars, but small RC cars. Then original LEGO games like Racers or Rock Raiders.

Modern LEGO games don't count, it's just an unoriginal cash grab and advertising campaign for the movies. Toy Story games either, because it is based on a movie, not toys.

Try not to just make a list, say a word of two if you played the game.

I just finished playing Army Men RTS. It is not a good RTS game, but its funny and I liked how the whole story is like something kids would make up when playing with plastic toys around their house...kids that watched Apocalypse Now 10 years too early. Playing with little toys and everything around you being big, with insects walking around and stuff, soda cans being used a HQ, blender as a resource depot, using items lying around the house as resources, it was all very interesting and different from the usual more serious RTS games.

Stacking

Great game, and IMO a brilliant concept, using Russian Stacking Dolls.

I need to reinstall this.
Small soldiers (PC version) although I played so many years ago that I barely remember it, but I do remember that it was very fun to play and the great variety of characters. I wish the game was on GOG.

Seconded. Also great story too. Actually I wrote a love for this game to Double Fine... and never got any response :-/
There's Airfix Dogfighter where you play model airplanes dogfighting through houses. I played the demo a long, long time ago and loved it, found a copy at a thrift store, bought it, and my computer's graphics card died and my new one doesn't have a disc drive so I haven't gotten around to playing it.

That looks just like the in house levels in Army Men RTS, thanks for mentioning it, looks really nice :)
As for CD/DVD drives, you can get an external one, they are very cheap now.

3 hours since the OP and nobody's mentioned Micro Machines yet?
Lollypop, a Rainbow Arts DOS VGA platformer from 1994. You play a doll come to life in search for candy and sweets.

I haven't played this one yet, though I've had my eye on it. It unfortunately never made it to the USA. I'm been meaning to import a copy.

IIRC, the same team made an almost complete DOS version of SNES Super Star Wars but the project was canceled at the last minute. :(

It's the second game mentioned in the first post ;)
Toy Commander on Dreamcast was a blast! It had land and air combat too.

I especially remember playing "Hot Wheels" back in the early 80s:

Temporarily funny - at least for younger kids...but probably not what you are looking for. :)

Edit: links are screwed up - again...
