What does the story you mention in the last sentence have to do with the rest of your post?
Arcanum's not necessarily in the same wheelhouse, but it's fairly open ended and I've heard described as basically an isometric immersive sim which isn't a bad way to describe it, which the same person also described the classic Fallout games in such a way.

EDIT:
You know, this brings up an interesting question. Before Skyrim blew up, what was the fantasy WRPG everyone would talk about? Oblivion? Fable? Dragon Age? Everyone brings up Skyrim as this sort of default when people talk about western computer roleplaying games, like it checked every cliche.

If you want something like Bethesda's games that isn't a Bethesda game, I'd suggest:

Outer Worlds - Pretty much Fallout in space.

Deus Ex - Not quite the same, not as open world, but very similar in that it has first-person combat, lots of dialog and exploration.

Risen/Elex - Third-person is the big change here, but otherwise it is very similar. The developer, Piranha Bytes, focuses more on exploration and factions usually. Games are harder.

Far Cry 3+ - Perhaps an odd one to mention, but it's basically Fallout 4 without the dialog and loot systems of an RPG. If you like that kind of stealthy open world combat, Far Cry 3 and up will give it to you.
